Financial weight at a glance

 

SKR 21 751 million of aid under various forms in 2004 (including transfers to multilateral organisations). In 2003, SKR 876,6 million allocated to infrastructure sector

Type of funds provided: Grants

 

- Grants (contract financed technical assistance, training programmes, support to NGOs,…)
- Concessionary credits (tied to Swedish exports). Tangible investment assets only. For countries of which GNP per capita remains below US$2995. SIDA mostly limits its role to funding and project evaluation. Grant part from 35 to 80%.
- Soft loans (untied). SIDA is more involved in the design of the project. Grant part from 50 to 80%
- Guarantees (limited)
- Contributions to multilateral organisations (UNDP, PPIAF,…)

Standard procedure in brief

 

1. A government, organisation or company applies for Swedish support for a project
2. The Swedish embassy or SIDA makes the first assessment.
3. Preparation and analysis of the project in several steps.
4. SIDA draws up an assessment memorandum and reaches its decision on the project.
5. An agreement is concluded between SIDA and the organisation that shall implement the project.
6. The project is implemented with support from SIDA
7. SIDA and the partner in co-operation can make a joint annual review of large and complex projects
8. Follow-up and evaluation of the project. Financial audit/examination.
9. SIDA makes a final report in which the projects results are assessed.

Co-financing/required partnership

 

According to cases. SIDA has a flexible approach to funding frameworks for projects (also depends on each Country Strategy Document)

Activities funded

 

Construction works, consulting and engineering, training and capacity building, sector-level reforms

Priorities to specifically consider for cities

 

Poverty alleviation, environment, justice and peace, gender equality, cost efficiency of projects. Three other priorities are considered for infrastructure projects: i) Reform and development of legislation and other regulation,
ii) Development of institutions and organisations
iii) Construction of sustainable and environmental friendly facilities

Urban sectors concerned

 

Infrastructure (in particular water and sanitation, energy, transport) and urban development (housing, urban planning).
Urban Management Programme (UMP) has recently started with a network of 120 cities. UMP encourages global education initiatives for employees in local government administrations and twinning between Swedish and Developing Countries local governments (poverty alleviation, urban planning, environment degradation control); with the co-operation of the Swedish Association of Local Authority (SALA). Bar far, only African countries concerned. UMP should expand to Asia.

Targeted countries in Asia

 

Afghanistan, Bangladesh, China, Cambodia, East Timor, India, Indonesia, Laos, Philippines, Mongolia, Sri Lanka, Vietnam, Thailand.
Those recent years, Afghanistan, Vietnam, Laos and Cambodia have concentrated a noticeable part of funds allocated to projects in Asia. Poverty alleviation or reduction programmes or strategies developed in the three last countries
Swedish NGOs projects encouraged in targeted countries + Burma, Bhutan, Vietnam, Malaysia, North Korea, Pakistan.

a) Electricity distribution in Qui Nhan (Vietnam);
b) 4-lane bridge over river Karnaphuli in Chittagong (Bangladesh);
