During the 1st year of PRO ACT project (2005), some pilot projects have been identified. The PRO ACT team will concentrate its efforts to develop these projects in priority, identifying and involving partner European cities and international donors.
For the other projects, the PRO ACT team will try its best to help Asian and European cities to learn from pilot projects experiences about the methodology, the networking and capacity-building as well as the sector dealt with.
Risk management project
The impact of the tsunami in December 2004 revealed a lack of organisation, response and management in facing risks such as natural disasters or industrial disasters. As a result the city of Colombo (Sri Lanka) had decided to develop and improve its risk management system and to create an institute gathering competences, information and training facilities. Colombo will make these facilities available for secondary cities from Sri Lanka as well as in the medium term, to Indonesian cities, especially the city of Banda Aceh.
A first natural disaster preparedness training seminar will be held in Colombo on 26-27 May.

Sustainable Transport Project
Motor vehicles have continued to be the major contributor of air pollution in urban areas. Studies and experiences in developing countries have shown that improving public transportation systems can greatly reduce urban air pollution and improve mobility in cities.
Kuala Lumpur (Malaysia) together with Makati, Muntinlupa and San Jose (The Philippines) search alternatives to enhance transport sustainability.

Finance Engineering and Institutional Strengthening Project
With the assistance of European partners, Phnom Penh (Cambodia) wishes to elaborate urban planning documents useful for the programming of the City development. The needs are known but the local authorities of Phnom Penh wish to strengthen their decision-making and financial capacities.
For example PHNOM PENH, wishes to cooperate:
- On the management of water supply
- On the implementation of major equipments: multimodal logistic platform station of treatment of waste water
- On the implementation of large urban projects: Boeng Kak, district of towers, historic district, big parks.
This technical assistance needs to clarify the role of PPP (Private and Public Partnership) and to facilitate the implementation of the institutional and financial tools necessary to the development of the city.

Waste Water Project
The city of Hue (Vietnam) faces sanitation problems due to lack of an inadequate waste water system:
- most of un-recycled waste are threw into the ponds, lakes and rivers, especially Huong Riverside, Dong Be River where huge mount of waste pollutes the water.
The urgent requirement is. The current water drainage system is a general one for both raining water and waste water which was built in a patchy way and lack of synchronism and seriously deteriorated the sanitation condition. - waste from factories and hospitals are directly transferred to the general sewer system, ditch and the surrounding lakes and rivers
- lack of landfills for the overloaded living waste amount and the medical waste do not have the own disposal system
