PRO ACT is co-ordinated by five principal partners and one associate partner.

Greater Lyon is Lyon’s metropolitan authority grouping together
55 communes; chaired by the Mayor of Lyon, it is responsible for most urban services and utilities for its 1,2 million residents. It has developed relationships with many Asian cities such as Shanghai, Hô Chi Minh City and Yokohama, and belongs to CITYNET's Executive Committee. The City of Lyon

CITYNET is an associate partner of PRO ACT. Based in Yokohama and presided by the Mayor of Yokohama, this international network groups more than 120 cities, mostly in Asia and the Pacific region; some of these are among the largest cities in Asia (ie. Shanghai, Mumbai, Yokohama, Seoul, Bangkok). In co-operation with various UN organisations (ie. UNESCAP, UNITAR, UNDP, UNHABITAT), CITYNET organises exchanges of experience and capacity-building programmes for urban managers/officers in the field of urban planning and management. PRO ACT directly converges with CITYNET's eagerness in encouraging its regional chapters, interacting with international donors in Asia, and strengthening dialogue with European cities. CITYNET has been a long-time partner of ASIA URBS and its Secretary-General served on ASIA URBS’ Advisory Board.
