Introduction
This seminar was also the opportunity to hold the CITYNET executive committee and celebrate the 45th anniversary of the twinning between Lyon and Yokohama. It brought together more than 100 participants. Among them, the majority were representatives of major European and Asian cities and representatives from donor agencies. The participants were also NGOs and consultants as well technical municipal staff, researchers, academics, students, etc.
All participants confirmed their strong interest for PRO ACT project.

A memorandum of cooperation has been signed by :
- Gérard Collomb, Senator-mayor of Lyon and President of the Greater Lyon
- Hiroshi Nakada, President of CITYNET and Mayor of Yokohama
- N.S. Jasayundera, Deputy Municipal Commissioner of Colombo Municipal Council, on behalf of Prasanna GUNAWARDENA, Mayor of Colombo
- Jean Vidaud, President of Economie & Humanisme
This inaugural seminar aims at making sure that its main objectives are shared by other cities and donors to take stock of the real conditions that had to be met in order to successfully mobilise these key players. The sub-objectives were:
- To get feedback from the participants on the objectives and methods proposed by PRO ACT and to gather suggestions for better guidance of the project
- To mobilise local governments and donor agencies in order to rely on their cooperation for initiatives scheduled by the project
- To start constructing a real Euro-Asian network of people convinced of the interest of PRO ACT, eager to develop decentralised cooperation and to exchange views and experiences.
