Japan Fund For Poverty Reduction (JFPR)

Implementing organisations

 

The JFPR and the Asian Development Bank (ADB). The JFPR is independent but institutionally placed under the Government of Japan supervision.

Financial weight at a glance

 

From the year 2000 to 2005 the Fund has over an amount of $326 million, of which $149 million has been committed
The minimum grant size is US$ 200,000 and the maximum is US$ 2,000,000
(Up to $3 million may be allowed but only under exceptional circumstances)

- Project grants and capacity-building grants
- Recipient-executed grants (central or local governments, international or local NGOs, local community groups)

Standard procedure in brief

 

a/ ADB’s Office of Co-financing Operations (OCO) reviews applications to ensure consistency with JFPR objectives and guidelines ;
b/ OCO recommends those applications which meet JFPR criteria to GOJ ;
c/ GOJ approves, rejects or seeks further clarifications.

Co-financing / required partnership

 

Linkage to specific ADB-financed operations / Participatory approach [i.e. NGOs (including Japanese NGOs), community groups and local governments] in preparation of application and/or grant implementation

Activities funded

 

Infrastructure projects and technical assistance – local training or workshops, improvement of services and facilities for poorer population groups, and assistance to these groups in the social sector. Capacity-building measures such as increasing the participation of local communities and NGOs in ADB-financed operations.

Priorities to specifically consider for cities

 

Poverty alleviation, social inclusion and development
JFPR Grants complement ADB-financed operations and programs compatible with the development objectives of the CSP, PRSP/NPRS, PPA or poverty reduction elements of Sector Strategies. The Grants are intended to focus on activities which:
(i) respond directly to the needs of the poorest and most vulnerable groups through new and innovative methods;
(ii) support initiatives that lead to rapid, demonstrable benefits with positive prospects of developing into sustainable activities; or
(iii) build ownership, capacity, empowerment and participation of local communities, non-governmental organizations (NGOs) and other civil society groups to facilitate their involvement in operations financed by ADB.

Multi-sectoral but primarily social sectors like health, nutrition and social protection. Transport and communication ; sanitation and waste management ; energy

a/ Cambodia : Mainstreaming Labor-Based Maintenance to the National Roads Network (US$ 2,200,000) ;
b/ Philippines : Renewable Energy and Livelihood Development for the Poor in Negros Occidental (US$ 1,500,000.00) ;
c/ Vietnam : Poverty Reduction in Red River Basin Irrigation System (US$ 820,000)
