What kind of local government can take part to PRO ACT?

PRO ACT is centred on cities, i.e. on urban areas. So projects should deal with urban development. Therefore, not only municipal administrations can be involved but also infra-municipal (such as districts, wards, etc.) and supra-municipal levels (metropolitan authorities, urban communities, syndicates). Municipal corporations or any utilities company mandated by municipal councils are also welcome to join. At the upper level, Regional authorities and counties, French departments are also welcome to take part provided that their projects can be considered as “urban”. In some cases, other organisations such as universities or NGOs may assist local governments in decentralised cooperation projects. In this case such organisations are highly welcome to take part!

Can local government from all countries take part in PRO ACT?

All local governments from all Asian and European countries are highly welcome to take part in PRO ACT exchanges and activities. However, those to be sponsored if they want to participate to events organised by PRO ACT on a sponsored basis must be from eligible countries according to ASIA URBS programme definition.

The PRO ACT team will be keen to receive from any local government information about their projects, requests for partners/information about donors, request for help regarding project formulation. However, the team is presently concentrating its resources to the operational development of a limited number of pilot projects.

 

 

How can a local government take part in PRO ACT?

Taking part in PRO ACT may take different forms:
- To inform PRO ACT team about search for partners and about need to improve formulation of their project
- To propose experts to be involved in projects in Asia and interacting with donors
- To serve as a bridge between other PRO ACT participants and any organisation in a position to facilitate the development of triangular projects (such as their Ministry of Foreign Affairs, donor bilateral agency, technical co-operation agency, etc.)
- To provide information (to be published on the web site) about their projects to be submitted to donors, decentralised co-operation experiences, process of decentralisation process in their own country regarding decentralised co-operation and access to foreign funds for infrastructure and environmental projects,
-    To attend to various events to be organised in the framework of PRO ACT

 

 

What are the local governments already involved in PRO ACT?
How can I find a local government or a donor as a partner?

To find a potential partner donor or technical cooperation agency, go to «International donors and Technical Cooperation Agencies».

To find a potential partner local government, go to «Pilot projects».

 

Does PRO ACT provide funds to participating local governments?

No. PRO ACT is neither a funding system, nor a fund raising system.

  1. Asian local governments to find European partners (and conversely) ;
  2. to identify suitable donors (donors mapping) in a position to be interested in their project.

In some limited cases, PRO ACT partners can be directly involved in the project preparation for the pilot projects to facilitate fund raising.

 

More generally, PRO ACT is a Euro-Asian networking project oriented toward capacity building purposes to fuel local governments (in particular the less experienced in decentralised co-operation) and their partners (associations of cities, universities, NGOs, utilities companies) with information and advice about decentralised cooperation bridged with donors initiatives.
