Implementing organisations

 

Most governmental cooperation projects (i.e. excluding support to Belgian NGOs or multilateral donors) are implemented by the Belgian Technical Co-operation Agency (BCT).

Financial weight at a glance

 

€136m used by DGDC for governmental co-operations in 2004 (€324m of DGDC funds allocated to multilateral aid system).

Type of funds provided

 

Mostly grants used through the channel of the Belgian Technical Co-operation agency (BCT). Technical assistance represents the major part of governmental co-operation (more than €83m in 2004)

Standard procedure in brief

 

1) Co-operation agreement between government of the (recipient) country and the federal government of Belgium
2) A Mixed Commission defines every three years an Indicative Co-operation Programme
3) A Partner Committee (composed by local administration authorities + Belgian Co-operation Attaché + Belgian Technical Co-operation) identifies the project
4) Specific Agreement
5) BTC formulates and executes the project under monitoring of a Joint Local Consultative Body.
In Vietnam, a special Study Consultancy fund has been created to finance preparation of technical assistance.

Activities funded

 

Health care, basic infrastructure and social infrastructure, training. Environmental issues, social economy and gender equality are prioritised. More generally MDG inspire a large part of Belgian federal government cooperation projects.

Water and sanitation, solid wastes, transports (few)

Targeted countries in Asia

 

Only Vietnam is concerned by the Belgian co-operation in Asia. €9,4m in 2004.

Urban Upgrading project (Tan Hoa / Lo Gom) in Ho Chi Minh City (Vietnam); Sanitation improvement and environmental protection in Nha Trang (Vietnam)
