Grants and loans from 15 to 19 year maturity, in the framework of technical co-operation projects. The main specific funds available for local development are :
- The Civil Society Challenge Fund (empowerment, support to NGOs,…)
CSCF Guidelines
- The Commonwealth Local Government Good Practice Scheme www.clgf.org.uk/Commonwealth Local Government Forum especially for India (decentralisation, governance). Co-operation with the Local Government International Bureau (LGIB)
- The Small Grant Scheme (£100 000 max., 3 years max.), reserved to civil society organisations

Standard procedure in brief

 

Projects must be first in line with three-year country strategy papers (CSP).
- Project concept note (when the project exceeds £100 000)
- Terms of reference for project appraisal
- Project head sheet and, depending on the amount, policy information marker and logical framework
- Submission to DFID (delegated authority) for approval.

Priorities to specifically consider for cities

 

The DFID has for priority to achieve the MDG’s objectives. Therefore, the main priorities in cities concern the eradication of poverty and pro-poor development policies, improvement of health care and education, protection of environment, women empowerment and local governance. A clear interest is granted to the work with the private and the voluntary sectors.

Transport and mobility, urban planning, housing and shelters, water and sanitation, solid waste and energy.

Afghanistan, Bangladesh, China (CSP 2002), Cambodia (CSP 2000), India (CAP 2004), Nepal (CAP 2004), Pakistan, Sri Lanka (CSP 1999), Vietnam (CAP 2004). Others: Burma (CAP 2004 and CSP 2000), Indonesia, Afghanistan, Thailand,…
Main recipients during 2003/2004 (bilateral aid from Asia Pacific Department, not included DFID’s internal advisory departments aid): India (£200m), China Mongolia (£50m), Bangladesh (£95m), Cambodia (£9m), Indonesia (£15m), Sri Lanka (£4,5m), Nepal (£23m), Vietnam (£19m, will jump to £60m in 2005/2006).

Projects examples in Asia

 

a) urban poverty and environment improvement by improving primary collection system of solid waste (Bangladesh, India, Sri Lanka, Pakistan, 1998-2000) b) Building municipal capacity for finance and budgeting (India, 2001-2003) c) Development of local government capacities for community participation in service delivery in Beijing (China, 2001).
