What is PRO ACT?

In the framework of the European Union (EU) programme ASIA URBS, the two-year project (2004-2006) PRO ACT submitted to the EU by the Greater Lyon as the lead partner has been selected. The total budget is 558.971,55 euros and the Greater Lyon has been subsidised 400.000 euros.

Together with other partners, the Greater Lyon, member of the executive committee of CITYNET and the City of Lyon, member of the executive committee of Eurocities, take part in PRO ACT. Both CITYNET and Eurocities are major cities 'networks : the first one in Asia-Pacific region, the latter in Europe.

General objective

The general objective of the two-year networking and capacity-building project PRO ACT, is to pave the way for better interaction between Euro-Asian decentralised co-operation and bilateral and multilateral support of urban projects.

PRO ACT aims to organise:
- Dialogues between cities and donors: identification of difficulties (such as financial, regulatory and procedural) and opportunities to make interaction as effective as possible
- Exchanges of experience (success and failure stories) through exchanges and interactions between local governments and co-operation agencies
- Identification and preparation of pilot projects

Sectors covered will be water and wastewater, solid waste, transport management and transport infrastructure projects, all of which have been identified as the most urgent problems of Asian cities today.
